Very much wrong. In Italy it doesn't exist the figure of the PRIME MINISTER. The Constitution is very much clear on that.
Berlusconi is PRESIDENT of the Council of Ministers and that is the reason that when talking of him in Italy it is normal to read "il Presidente" or the "il Presidente del Consiglio".
